of the Verkhovna Rada of Ukraine

 On the Address of the Verkhovna Rada of Ukraine to the State Duma of the Federal Assembly

of the Russian Federation and to the President

of the Russian Federation on releasing Ukrainian pilot

and people's deputy of Ukraine of the eighth convocation Nadiia Savchenko

Verkhovna Rada of Ukraine decided to:

1. To approve the Address of the Verkhovna Rada of Ukraine to State Duma of the Federal Assembly of the Russian Federation and to the President of the Russian Federation on releasing Ukrainian pilot and people's deputy of Ukraine of the eighth convocation Nadiia Viktorivna Savchenko.

2. To instruct the Head of the Verkhovna Rada of Ukraine to immediately transmit the text of the Address to the State Duma of the Federal Assembly of the Russian Federation and President of the Russian Federation.

3. This Resolution shall enter into force on the day of its adoption.

ADDRESS

of the Verkhovna Rada of Ukraine

to the State Duma of the Federal Assembly of the Russian Federation

and to the President of the Russian Federation

On 26 October 2014 during the early elections to the Verkhovna Rada of Ukraine, the Ukrainian pilot, Nadiia Viktorivna Savchenko, was elected as the people’s deputy of Ukraine from the party list of the political party All-Ukrainian Union “Batkivshchyna”.

On 27 November 2014, the text of the oath of the people’s deputy of Ukraine, which was personally signed by Nadiia Viktorivna Savchenko, was publicly demonstrated before the people’s deputies of Ukraine, and pursuant to the first paragraph of Article 79 of the Constitution of Ukraine, this fact is regarded as an oath of a people’s deputy of Ukraine that was sworn by Nadiia Viktorivna Savchenko before the Verkhovna Rada of Ukraine. Furthermore, in accordance with paragraph four of Article 79 of the Constitution of Ukraine, Nadiia Viktorivna Savchenko personally signed the text of the oath. Therefore, on 27 November 2014, Nadiia Viktorivna Savchenko obtained the authority of the people’s deputy of Ukraine of the eighth convocation.

The Verkhovna Rada of Ukraine declares that the people’s deputy of Ukraine, a member of the faction of the political party All-Ukrainian Union “Batkivshchyna” in the Verkhovna Rada of Ukraine of the eighth convocation, Nadiia Viktorivna Savchenko, will represent, on a non-quota basis, all of the Ukrainian parliament in the Parliamentary Assembly of the Council of Europe, and will be elected as a member of the Permanent Delegation of the Verkhovna Rada of Ukraine to the Parliamentary Assembly of the Council of Europe.

However, this is the first time in the history of the independent Ukrainian state that a people’s deputy elected to the Verkhovna Rada of Ukraine is not able to represent the people of Ukraine in the session hall of the Ukrainian parliament precisely because this people’s deputy is evidently being illegally held in custody in another state on false charges, and in clear violation of international standards for the protection of human rights and freedoms.

Taking into account that on 27 November 2014 Nadiia Viktorivna Savchenko became the people’s deputy of Ukraine of the eighth convocation, the Verkhovna Rada of Ukraine:

addresses the State Duma of the Federal Assembly of the Russian Federation, the President of the Russian Federation, and other state authorities and officials of the Russian Federation to take all possible and necessary steps for the early release of the Ukrainian pilot and people's deputy of Ukraine of the eighth convocation, Nadiia Viktorivna Savchenko;

calls for the release of Oleh Gennadievych Sentsov, Mykola Andronovych Karpyuk, and other citizens of Ukraine, who, as a result of the military aggression of the Russian Federation against Ukraine, have been captured as prisoners, illegally transported to the territory of the Russian Federation, and are held against their will on the territory of the Russian Federation;

instructs the Ministry of Foreign Affairs of Ukraine to inform all national parliaments of foreign states, international organizations, and inter-parliamentary assemblies on the content of this Address.
